This is a bubble blower made out of a toilet roll.
Dip left-hand end into a mixture of washing-up liquid and water then blow gently into the right-hand end. You don't really need the paper towel.

The loop of cotton clings to itself and closes the bubbles as they form. It works surprisingly well. Separate the bubble from the tube by a gentle upward hand movement. When a reasonable skill-level is gained it becomes possible to blow the bubbles just with a toilet roll.
